There's no Packages just "flying rats" AKA Pigeons...you shoot them and they explode, There's 200 of them around the city. They have a certain noise and a red glow around them. I think you get some special aircraft

found it in the guide just now. all 200 flying rats gets you an annhilator helicopter.

which is some kind of helicopter with guns.
