After finishing the game on Normal, where do I go to upgrade characters with points earned?

Also can someone tell me where Coin 1 is on Military Base 2?


Edit, figured it out, just need that damn coin, anyone?

Check the guide on here man, he has the list on there, its what I've been using and everything turned out fine so far.

No, you can upgrade characters at any point during the game, even before beating it and even during the level. You just pause it, go into the each character and select which powers you want to increase. You can do it for as many coins as you have. The game also automatically asks you about upgrading between each stage.
