Trouble with Police Seargant

I swing around the dragon tail zone 3 for ages and i never get a bank robbery mission for the police seargant achievement. My crime fighting is 100% for them, but it should still give me a bank robbery mission. It gives me the normal dragon tail missions such as bag snatches, gang fights etc, but never a bank one. Anyway, how are you supposed to tell if it is Dragon Tail zone, unless you do a yellow marker and have to fight dragon tails. Also, when i swing round the Island i only get 5 miles, not 200.

They do seem rare. I got 1 once, but my question is, How the hell do you get the friggin bombs out of the bank?? Seriously the meter goes off in less than 1 sec, there's no way to get outside in time. Is there some sort of trick to it?

it's not the timer, it's the meter that shows how much you move, and that's why it explodes, because you move to much. You have to be very carefull and walk slowly with it
