Defender of the People: Jerusalem glitch?

On the 4th citizen I was saving, there were no guards at all. I had picked her on the map, ran to her, targeted her, and it counted.
But on my 5th citizen, I fought all the guards and when I targeted her, my achievement unlocked, even though I still have the 6th citizen in the city.
Has this happened to anyone else? I thought you needed to save all citizens for the achievement?

It could be possible you defeated the attackers before when in a fight with other guards. Happened to me several times too...

About the achievement unlocking while still having one citizen to rescue, I don't know. It doesn't really matter anyway, does it?

i got the achievemenet after saving the 5th citizen as well and still had one more to save
