Certain skills not developing

I probably overlooked something explained very early on, or even in the manual, but can every character learn every skill? For example, Sarah refuses to gain any SP towards Jensen's Black Staff, which i thought rather odd as it's surely something she would/could make use of.

Are both of them in the active party? If they're not in formation with the mortal they're trying to learn from, an Immortal can't get SP towards the skills.

Otherwise, so far as I know, the immortals can learn every skill.
