I think that guy is actually a CIA agent, but I'm not 100% sure.

If u recall from the first hitman games, Smith is always the CIA agent, and u rescue him from LEE HONG, and that is how he knows you, its just by sheer coincidence, that you meet him in Blood money, hence 47's surprise "U?, I SHOULD HAVE KNOWN"

hes not part of the IRA. hes just another CIA field agent.

Smith work for the CIA but helps the ICA hes is the only character besides 47 in the movie and in the game

which biker mission my man? cuz i am an expert in hitman games, and as i recall, in Rendezvous in Rotterdam, you kill the photographer, and the lead biker guy and then leave, that guy in the basement is the previous assassin hired to kill the gang leader, but failed, so you have to kill him cuz he knows 2 much

You also rescue smith from the Insane Assylum - remember you give him the antidote and he opens the secret entrance under the elevator which gives you access to the lab.
