i got a black controller with a white chatpad. i want to color it black to make it look nice. i've never done anything like this before, what's a good paint or marker that'll get the job done?

There's a great brand getting around by the name of, Krylon, you can buy it at most DIY stores, arts and craft and paint shops etc.
They have a range called Krylon Fusion, which is a special paint for plastics.
Also make sure you get some Krylon Clear Coat, and also clean the surface and also give it a light sand.
Ah, Krylon, the taggers ideal choice for tagging. :D

To take apart the chatpad you'll need a T6 Torx screwdriver.

EDIT: I HIGHLY recommend using vinyl dye over paint for the chatpad. This thing's going to be in constant contact with your hands (i.e. dirt and grease) and straypaint is not meant for that much brutal contact on a daily basis.
Vinyl dye will actually dye the plastic itself.

your best bet is, to take it apart carefully so you can paint what you need to paint. ive painted both my xbox 360's but i have never taking a chat pad apart yet(dont have one) or you could just use masking tape to cover the areas you dont want paint, use some steel wool to make sure the paint sticks and clean it good. then apply your choice of paint and you should have what you are looking for.

I would also recommend vinyl dye, however, you will need to be very very careful with that stuff.
