It may be because of your age. If you are under 18, I still think you cannot download content over your age...
Just make another account with an age over 18.

Double check your family settings. If thats not it, then just wait for the game lol:p. But you could also do what rouge said.

I don't see how triple posting is going to help? You have to go to the hotmail account that you made the account with and change your age to over 18, OR you must create a new hotmail account with an age over 18.

I'm not sure if you can edit your date of birth, I was just looking at the options in Windows Live Hotmail and when clicking on "Edit personal information" it just allows me to change my password and a few other account stuff; but not the DOB. Then again I'm on a Mac and its optimized for IE6, but still shouldn't differ that much.
Best bet like Achieve said is to create a new hotmail account, making your DOB so that you're over 18. You can then make a new gamertag, associate that new Windows Live Account you just make with the new gamertag and make it a silver LIVE account. This will allow you to download demos and other content that minors cannot. You should also be able to play games or demos from your regular account once they are on your console (I've tested this).

I could have sworn I have changed my DoB before, but I'll go try and update with info...
Yup. Done.

Just go into your hotmail account normally and change it. That's what I did one time and I'm positive that it works. Anything you change in your hotmail account, I believe changes automatically on your LIVE card.

UGH, it was because I was using Safari on the Mac. Thats my bad. You can go into your Windows Live Account and edit the options including your DOB.

Yes, thats correct. My fault for initially giving bunk info, I'm shocked it really is different with Firefox than it was on Safari.

Okay, there are two things I want you to do.
First, use the EDIT button at the bottom right of your original post to add on to a previous post, when no one else has posted.
Second, go to www.hotmail.com (http://www.hotmail.com) and create a new account that has an age older than 18. Remember that info, sign out of your current profile, Join Xbox Live, create an account as a Silver Account. It's free. Download the demo there and then sign back in to your old profile. Play. Enjoy. Finito.
