Question about , Games for windows

Are there achievements for every game for windows vista ?

For example , i don't see Unreal Tournament 3 under PC games on the site. Are there achievements in it though ? Or are there just achievements for some of the games not all ?

Games for Windows does not mean it has LIVE :( the 5 listed on the site + Universe At War & Shadowrun are all that have achievements atm.
