Just a thought but how about a stickied 'xbox live problems' thread in the tech section, so that people can post when there are problems with live / when they experience connection problems.
This would save the current locking of xbox live threads and also allow people a chance to see
1) If others have a 'current' problem
2) If it's global
3) Allow people to use the thread as a reference to be able to fix/remedy their current problem.
I know I would look there before scrawling all over the site and starting a new 'live' thread which would be locked before any advice was given. Afterall some problems are not just down to 'live' but are also connection, router, settings, update related.
