1. How much does it cost to buy all the levels you need for the points?

2. I thought each x-box live game was required to have at least 1000 free achievement points, does this mean they will have to release free content in the future so people can get 1000 without paying?

My count was 1700MS for 7 DLC. You can get 1000 without any DLC, to get the last 250, you need to buy the DLC. I would expect this to be free sometime, maybe a year or so.

You can get 1000 without buying anything.

The extra 250 will cost you 1500 MS points. The stages and point costs are in the achievement guide.
