i missed 1 flag in POOR ACRE how do i go back to get it :)

I assume you have done the game. So all you need to do is load up your completed save. This should be when you can just wondor around the office, get into the Animus, and load up the second to last mission (So not the one with the tropy on). On this memory block - you can explore everywhere. So its easy to just run around, and pick up flags and Templars.

why do all my DNA bars go empty when i re-load? is this correct ?

but i selected the 2nd to last white bar with the LT button...... i'm confused :P

When you reload a memory block the animus loads the memory as if you were starting the from the beginning of the mission/memory, not from after the assassination. Therefore, you can go back to Acre and hunt your last flag, but the side missions and assassination would all be available for play again - the reasoning behind your DNA bar being empty. As far as I know the flags that you have already collected won't respawn. You can really pick any memory block to go back to (besides the last one) to free roam, but it's best to pick a later memory block like 6 because you'll by fully synchronized and you'll have more upgrades/abilities when fighting enemies.
*EDIT*
Go to the Animus and select the memory block you want to go back to by using the right joystick. Once you select the correct mission, use the right stick again to scroll all the way to the left. Underneath the picture of the mission you should see an option to "replay memory". That should do it.
I don't know if the type/size of the TV you have affects your ability so see more or less of the animus menu, but when I was playing on my big screen it seemed like I didn't have to scroll as far as I do with my smaller TV in my room.
