how do you get the most wanted achivement

47 is the world's most wanted.

i do the Curtains down mission... i can get the Vilonce meter dead high, but the noise meter goes only 4 blocks full..... what am i doin wrong.

Your Notoriety Has to be at 100%. Note: This can NOT be done on Rookie as it does not track Notoriety.

Kill enemies, leave civilians.

Try the 1st or 2nd mission there basic enough!!!

Don't forget that your notoriety follows you through the levels. You could reach 100/100 by doing 3, 4, or 5 levels and never buying notoriety modifiers. If you want to complete the game afterwards however, I suggest you change identity after getting the achievement.;)

That would explain why I'm on 10/100 before even putting one foot down in "Curtains Down" - guessing I'll have to do "A Vintage Year" again?

You can still get a Silent Assassin rating with 10/100 notoriety before entering a mission, as long as you do it correctly.

Notoriety makes people recognize you in the mission, but 10/100 is probably OK. I've tried doing missions at 100/100 and people drop down on their knees as soon as they see you, screaming, running around. You even see your face on the newspaper people read!!:)

not one certain mission, play on the next difficulty up from rookie and just kill tons of people and have bad stealth rating on each mission, and obviously dont pay to lower your notority..

Get into a lot of gun fights...you don't even really have to shoot a lot of people. Go into a crowd of civilians with a shotgun and blow one of them away then wlka away while everybody's screaming.

Generally, make a lot of noise around large groups of civilians...killing guards also helps. You could also get a high notoriety by shooting guns into the air...or wounding people. Maybe shoot a civilian or two in the leg but don't kill them.
