Hi, sorry if this is somewhere else, but I did not find it while looking.
I was wondering, without DLC out can I finish the level where I have to plug the black hole?

Yes, just get your Katamari as big as possible and contact the hole just before time runs out. The DLC contains all new levels that you aren't able to play right now. They don't affect the game at all, outside of achievements.

Schloss Cosmos does get easier the more requests you complete, though. If you finish every level about ten times, playing until you get the stardust option, you'll have created enough Suns, Marses, Snowman planets and whatever else for a much larger Supergiant. And the more supergiants you've made, the bigger the supergiants you can make. You can allegedly exploit this feature far enough to get "Astronomic Katamari" without the DLC.

I'd imagine the stardust option is a throwback to We Love Katamari. Once you've played through a stage 10 times (remember, Beautiful Katamari saves your top 10 Normal mode scores, bumping down the lesser scores) your lowest katamari score likely gets changed from a planet into stardust to decorate the cosmos around the planet/lesser planets.
And yes, every time you complete a Request in Normal mode (meet the size requirement before time runs out; Time Trial and Eternal modes don't do this) your katamari is turned into a planet.
Note: When I say score, it could be in terms of size instead. I remember someone here stating that they had a 100% score, but then made a larger, 80% score katamari (I guess it took them longer to meet the goal, but after they met it they rolled up a ton of stuff, and may not have had a majority of the requested item type..)

After you complete a request ten times, it gives you the stardust option, meaning you've created the maximum of ten masses from that level, for use in the final level. If you are given the stardust option, and choose planet, I'm guessing/hoping it's one of your smaller old planets that gets bumped out.
