Having no idea what you have done or what evidence you have, I can only give general advice.
-If you are ever stuck, talk to everybody, suspects, Brass, everybody.
-If talking doesn't open anything, then you either haven't processed all of the evidence or you are missing evidence.
-Look at the 'locations' screen, if any location on the left isn't showing a check mark then you don't have all the evidence for that location. NOTE: Not all evidence is available at first on some cases.
The easiest way to complete the cases to be methodical. Do this in order. 1) Collect all the evidence at every location available. 2) Process all the evidence you have. 3) Talk to everybody. These steps will need to be repeated several times in each case, but it will always get you to the end and it's simple to see the problem if you get hung. For checking just go backwards in the process. If everybody tells you they have nothing to say, check the evidence. If all your evidence has a check mark for being processed, you are missing some evidence. The guy in the morgue never has any more information for you unless your last talking mentioned he would, so you don't really need to talk to him after the initial conversation. Brass, however, often has new things when you talk to him about the case, so don't just talk to witnesses and suspects, check out what Brass might be able to help with.
Some of the evidence can be hard to find, but the hints will tell you exactly where it is and what to do to get it. If you are worried about using hints hurting your score. Get the hint, but don't do anything else. It only saves at certain times in the game and it is very visible when it does, after getting a hint is not one of those times. Once you get the hint and read it, exit the game and reload. You have now been given a hint with no penalty.
You can also use the hint system all the way up to the point where it puts the hint in your case file without a penalty. The hint system is context sensitive and knows what you need to do next. If you ask for a hint and your only choice is about evidence, then you are missing evidence. If your choice is about obtaining a warrant then you need to process evidence or talk to people to get enough links to get the warrant. So you can back out of the hint before getting hit with the penalty. Kind of like getting a hint to a hint, it can be used to tell you what direction you should head. Then you can just back out without a penalty. The hint system is several layers deep, so if you are missing evidence, the hint system will ask you which location you want help finding evidence in. The only locations it gives you to choose from are those that you still need evidence from so you can see where you are missing evidence then back out without penalty and go that site and search a little harder.
Edit: I just reread the "I need to link the suspect to the victim" part of your post. You are likely missing a piece of evidence from the crime scene, since 1 piece links your "suspect" to the crime scene. That's enough to get a questioning warrant. For Case 1 you should have 5 pieces of evidence from the crime scene. One of them you will not use, but the other 4 you need.

I had the same problem last night. All i was missing was the foot print on the crime scene. From there you match the footprints to another and you can continue the story.

You have to move the mattress I believe is what it is...then knock the two golf balls down the hole to reveal your evidence..

And then when you get that, you have to get evidence off that evidence. ;)
