No problems in the original game, but in this I can't unlock him. Is it random, or do you need to do something?

i just got him, use hire wide ,800 points and it found him :)

He is around at a certain timeline. Since most of the "Unique" scenarios took place in pieces of time. But i believe in Battle of sekigahara is when he is around. If not. Use divided land to find him. But if he isn't located for hire. He might not be there. Or he is in another army. Etc.
