blue dots..

I see a lot blue dots on my map, it says it are collecteble missions
but when I arrive at that point I see nothing
can anyone tell me how I start such a ''blue dot'' mission/collecteble?

very easy, all you have to do is pick a blue dot and it starts the mission for a number of blue dots, bit confusing. just pick up any blue dot you see on the map, some are underwater some are on buildings it took me like 2 hours to get all of them. btw i have all 1000 for this
