Pause -> Juliets Stash -> Press X or Y to tab through the collectables until you reach phone messages.

You can't answer the phone. After you complete a level you can go to Juliet's Room and then keep hitting Y till you get to the messages and you listen to them there

They're short 10-30 second voice mail messages. Not integral to the story, but adds charm to the characters.

Yeah, it's one of those things that probably got brought up, every time a new player played the game, yet wouldn't get fixed. :p
