Is this something not known or is it one of the pre-order bonuses?

Also, you can see that there is DLC in development on PartnerNet, so I'm wondering if the code is for that? Can't post source for that as it can get myself and the person with access in a lot of trouble.

the rockstar pass gets you all the dlc and the first one is in june. it was announced a couple of weeks ago
