Help Gang operations

Can someone tell me if you are not able to control certain parts of Steelport?, as in my game I have done all gang operations yet there is still 3 big grey patches in the map with no activities in the location.Is my game bugged or what ?

take a chopper an look for that operations. in the luchadores zone the operation is on the 2 boat of the southern west of the map 4 example

I have done them all and got the flash the pan achievement yet I have 3 area's of grey on my map.Must be a bug.
