Old World Blues not loading...

I am sorry if this has been asked; no computer at home and the search function does not load correctly on my Droid. OWB isn't loading correctly. Cleared system cache and rebooted my system. Game recognizes the level cap raise, but that is it. Suggestionslease & thank you!
EDIT: I do have Dead Money (unstarted) and Honest Hearts (finished).

You should have an objective in your quest page on your pip-boy?

No quest in the log. No new mission pop-up notification like the other DLCs had, either.
