Deadshot location help

So I have narrowed down Deadshot's possible locations to three buildings where i am supposed to scan and find traces of him being there only I get to these buildings, the game prompts me to enter detective mode but there is nothing to scan. I've spent the last two hours trying to figure out what I am missing. Any help out there?

There's a electrical box at the northernmost location that you have to open and his PDA/guns are inside.
It just so happened to be the first location I checked...

an electrical box? okay. how do i open it? do i have to still be in detective mode?

So as it turns out the electrical box wouldnt highlight for me until i saved the warden from arkham asylum. after getting tired of hearing batman say :I can let him die I have to go back" I figured thats what was stopping me. Sure enough I saved the warden and the electrical box became interactive and i found the PDA. Fighting Deadeye (like most of the bosses) was a tad underwhelming but a fitting end to a cool sidequest. Thanks for your help bud.
