hidden settlements to liberate?

hi there, i have liberated each and every blue settlement on the map but alas, i have not liberated more than 11 provinces... what shall i do the liberate the last 23? i have some with 0 green in the takeover bar and some with only about a 10th to go, i am really stumped since as i said -i did all liberations of settlements

Have you liberated the camps? They're signed by a little tent and you have to get that to liberate the province.

For each province, you only need to do the camp plus one other settlement, you dont need to do them all.

oh, alright, because before all those camps and whatnot were basically to do side missions, now apparently i can do liberations, thanks for the help
