Has it been revealed why Batman is actually in Arkham city?

There was a article about this. I'll have to look it up, but there is something up.
Edit: There is a comic that link Asylum to City (Arkham). That will explain why the Batman is in Arkham City.
I thought he was going in to save the Catwoman because 2Face was going to execute her.

ARKHAM ASYLUM SPOILERS

Arkham director was running for Mayor and happens to be a little crazy about completing Amadeus Arkham "godīs mission" that was imply by collecting all of the Amadeus records.
He happens to be elected to became Mayor and transform Gotham City, or at least a part of it, into Arkham City, where all of Arkham inmates run free. Iīm guessing Blackgate Prison inmates as well will live in Arkham City.
This is all that is know for the moment, or at least that I know of, and is based primary on Arkham Asylum "Biggest Mystery" (refer to the achievements of the game if you donīt know what the hell Iīm talking about). The developments say something very similar when the game was announced (not that was really necessary, as the 1š game already give you the clue. After all, youīre World Greates Detective ;) ).
Thereīs certain connection with the comic book Batman: No Manīs Land, where the former director of Arkham, Jeremiah Arkham, free all of the inmates after the earthquake that destroy Gotham because he think they will ended up killing each other if they stay in the hospital with no food, medication and security employees. Really good saga for both people who knows Batman universe and those who donīt.

I forgot who the guy was they said that did it, but they said that some dude declared do to the recent events at Arkham Asylum that it wasn't big enough to house all of Gothams criminaly insane. So he decided to close off a part of Gotham city in order to have room and keep the immates content with their own little part of the city to play with.
Something like that.

Anyway, I was watching all the videos that has come out recently and the one where Batman, in gameplay, saves Jack Ryder (remember comics readers, heīs The Creeper alter ego), the reporter says that Hugo Strange send him to Arkham City because was investigating Dr.Strange.
So, to all I already post, maybe we should add the fact that Dr.Strange seems to be a collaborator to Arkhamīs Mayor or maybe even the true man behind the curtain thatīs plan all of this.
This game plot got me hyped so hard XDXDXDXD

I never realised there was a whole back story to Batmans pressence. I had always assumed that he was kicking around the wayne manor until someone flashed a bat signal, then BAM watch out out bad guys.

Quincy Sharp buys out a large section of Gotham in order to turn it into the eponymous Arkham City, as increased crime rates have caused a massive overflow in the Asylum (which was also pretty wrecked by the end of the first game).
Hugo Strange is assigned as the head of the new Asylum, which catches Batman's attention as he's not the nicest of people and he always seems to have some form of sinister agenda.
The Joker is taken into the new Asylum and quickly becomes an all-powerful crime boss, despite his injuries in the first game, which no have him on death's door. His rise to power triggers an all-out gang war with many of the other villains in the city, such as the Penguin.
Two-Face is another powerful villain taken into the new Asylum, and he attempts to demonstrate his dominance by publicly executing the captured Catwoman.
After Batman's arrival, a number of mysterious goings-on, such as kidnappings, become prominent throughout Arkham City. Of course, it could only be the Riddler, more insane than ever and manipulating events throughout the new Asylum, challenging Batman through his signature style of leaving puzzles all over the area.
