How do you turn off penalties?

I feel really dumb for asking this, because I feel like I'm just missing something obvious, but how do you turn off penalties? Under House Rules I can move the sliders for CPU penalties up or down, but even if I have say Offsides at 0 I still get called for the penalty when I try to cross the line of scrimmage early. I'm not seeing anything else under House Rules that relates to penalties.

Well, I was being an idiot. I finally noticed I was getting called for encroachment, not offsides. So I just had to go around the O-line instead of running through it.
