You can kill them on different difficulties, but it has to be in the level you didn't kill one before, if that makes sense. For instance, if you kill the guy on Easy levels 1-5, you don't have to kill him again on Normal 1-5, but you would have to kill the one from 6-end.
So I hope you kept track of which levels you kill him in, or good luck finding the one you missed...

The above post is correct. I was in the same way, but I was only mission 1 Tomikichi.
Best thing to do is just run around every map and kill everyone before you kill the boss/get the item.

Glad I read this thread. I'm only on level 8 so I'll make sure to kill them all.

Is there one in each mission or can there me more?
I couldve sworn ive killed at least 3 in some missions and not a single one in others.

Just one in each mission. Archers tend to look a lot alike, so that might be why you thought you've killed more than one.

Just one in each mission.
I dont know about that, I have only completed 12 missions but yet I already have the 20 tomi killed achievement.....

If I replay the levels to find the missing ones, do I have to finish the level for it to count, or just kill him and restart back at the ninja fortress?

I'd finish it just to make sure it saves, but keep this in mind.. failing the level is finishing it too!

I know I missed a bunch, but here is an idea that might work if you are looking to get quite a few achievements. Start the game on a different difficulty that you want to get ninja 5's on completely. It would get an achievement and then you can make sure you get them all.
If not, it is going to be a little while before you finish.

Yeah there are missions videos as well, i wont use those unless i get desperate though. I prefer finishing games on my own. Minus the hidden stuff ofcourse...
