Need help on shrunken heads on port royal?

i Have gotten to the end of port royal and have done every thing except leave the area. i have killed many men with finishing moves and still cannot get any shrunken heads from the guys i kill can you help?

Do i need the meter to be as full as it can be before i use a finishing move and is there an order in order to kill the guards and get the heads?

On port Royal you can collect the shrenken heads by running around the level at the end and picking them up they do not require finishing moves. There is one on top of the platform in the center, there is another one inside the building along the side (not the jail cells) when you enter the building it will be on the far left and I cant remember where the third one is exactly I believe it is up the stairs by the switch but Im not positive. The are all out there though so dont waste your time doing the finishing moves for them. Hope this helps.
