GFWL games will be tied to your account

With today's GFWL update, it shows that future GFWL games will be tied to your gamertag like Steam games are tied to your account. Therefore you won't be able to sell your GFWL copy:

Server Side Authentication (SSA). This is the newer system that ties the game’s Games for Windows — LIVE access code to an individual user account. This means the user can download, install, and play the game on any number of machines, without limits. Note, however, that only the user account that activated the game’s Games for Windows – LIVE access code will be able to play the game online using Games for Windows — LIVE.

Is this for games that were released near the end of 2011 or later, or installed after that date?

I have Fallout 3 (PC), which is quite old and was wondering if it's possible for me to sell it or not?
