Twice I felt robbed by this game but I think I know why.
I did not get the first online rank achievement and when I hit rank 20 I did not get the achievement. They both unlocked 1 rank later.
I believe the safe way is when you know you are getting close to ranking up to level 20 watch the screen after the race where it tells you how much xp you got and what it was for. After a few seconds the guage on the left moves along and "breaks through" to the next rank. The achievement unlocks a second or 2 later.
What I believe I did wrong was pressed A to skip way too early. You can skip it any other time because you still get the xp but I just think there is a slight delay in when it checks for the achievement and its possible to skip past it.
