Is this the part where you have to fire at hollow men and kill them. Can this be done again? Since I didn't see any scores anywhere I simply fired away, but no achievement.

The first time you use it is during a story quest. You can return later and buy the Fort. This will activate the Mortar mini game. You can do it as many times as you want. It will also start taking score.

Yeah. I went back after the game ended. Not sure if you can go back before then though.

Im only like half way thru the game becuz ive been goofing around but i bought the fort last night and replayed the mortar game so as soon as you have the money for the fort i believe you can buy it

You can return and buy the Fort any time after the quest there ends. I'm nowhere near the end of the game, and I own it.
