I checked the walkthrough and it says you need to protect the art collector from a gang of thugs in order to progress to the next missions. Where is this art collector? I'm not sure what to do next.

The art collector was in the middle of the street, I don't remember having too much trouble with this one.

hes on top of a building in this japanese garden place 3 rocket guys attack him jump up and kick them off their respective buildings which will kill them.

then some gang memebers will try and attack him kill them

then finnally a helicopter will attack when this random helicopter turns up and u have to protect it simply jump at the enemy helicopter towards the gun and spidey will rip it off automatically.

The art collector is the Chinese guy in the garden that you had to talk to, to start the mission. You will find the enemies are the guys that sprout up in green dust as well as the rocket launcher guys.
