help with collect mission

Ok, i apologize in advance if this is kinda vauge, but im not totally sure what collect mission im on here, so i'll describe my problem best i can.

I'm at a factory on top of a tall hill, it has two smoke stacks. There is a blue dot at this factory indicating a piece for the collect mission. Problem is i cant find where the blue dot is. It's not on the ground, there's two ladders to take to get part way on top of the building, but still no item. I'm walking right on top of where the blue dot is on the map, but i just cant find where the item is.

If anyone knows what collect mission i'm talking about based on my description, and can help, i would really appreciate it, this is driving me crazy!

I'll update this if i can figure out what collect mission this is for.

The towers have 2 walkways on them - the top one (not the very top of the chimney) has the collect item and you need to parachute onto it.

I think its part of the Super Potent Weapon mission.
