No quest popup?

If this has already been talked about, Im sorry but I couldn't find anything. I just downloaded the expansion. I loaded up ESO and it downloaded an update. It loaded the content and I continued with my character but nothing popped up. Is there something I need to do or should I try and create a new character? Sorry again if this is a repeat but all I could find on here were people talking about how cool it was and a bug that screwed up the save file.

You have to wait at least 24 hours until you get the quest.

It never popped up for me either, just go to the centre of the Niben basin ;P you can't miss it.

I went down to Niben Bay and waited for two full days, upon "awakening" at the end of the second day, I had the pop up.
