Q: I've done everything in the game but I'm still not level 50.
A: The only options you have are robbing banks, hijacking racket trucks and bribing cops. It just takes a really long time to hit level 50.

I'm level 49 and I beat the game. I still need to do Debt Collector, Executioner and Safecracker. I cracked about 30 safes and my xp bar has not moved at all. That's 30,000 xp and nothing. I can still level up to 50 right, can't I?

Getting from level 49 to 50 is one of the most time consuming parts of the game.

Robbing banks and hijacking trucks is the best way to get that last bit of respect. Many have said that the best way is to rob all six banks in a combo run, then hijack trucks until the banks reopen. Rinse and repeat.
