Stuck In Japan Level

Ok, I looked thru here and the only "Guide" I have seen is through Gamefaq, and I am unable to access that site from where I am at currently. So with that being said, I need some help.

I am stuck in Japan. I have made it into the guys tower across the street, and made it into the room with the giant computer screens. Killed all the guys got the 2 silver rewards (the one on the pipes if you go up the stairway) and the 1 bronze reward. Then I used my metallic grappler or whatever its called on the giant computer screen and pulled it. However, it only comes out so far and from there I am stuck. On one occasion it wouldn't stay, I would pull it out and it would go back. So please, HELP!!! And if the only thing people can do is direct me to another site, please don't. If it is at all possible, copy and paste the answer here. I really do appreciate it. (I'm on a GOVT computer, so a lot of game sites are blocked, since this is a forum, I am good to go)

If I remember right, when you pull the screen out you will see a short cable on each top corner keeping it from falling. Shoot the cables and it will come crashing down.

Thanks dude, I've been stuck for like 3 days. I did a time trial yesterday because I wanted to at least get some sort of GS out of it for the day. I really appreciate it man.
