do cars on the street count?

When I am on the street I see cars with a red bucket over them in the volk areas.
they are white dots on the radar.
if I hijack those do they count towards the comandeer achev?

If you point your gun at the car and it flashes red (normal cars flash blue), then it will count if you jack it.
