4 terminal chain

Ok I've used over 100 teal hexes, connected 2 of the terminals on level 4 through the elevator to level 6 connecting all 3 on level 6 and for good measure I even went as far as the elevator to level 5 connecting the 3 on that level. Sum up 2+3+3=8 and still no achievement. Wtf am i doing wrong?

yeah make sure to put down an energy station of the same colour as you link them all or it wont activate them
