For the repo man acheviment do the gangsters have to be in the car for you to get credit. It seems like i should've gotten the acheivement already but i'm not sure.

sadly im like 95% sure that they do have to be in the car and u have to pull em out and get in the car for it to count... i have yet to get this achievement yet either

you could have easily found the answer to ur question somewhere in the crackdown forum i am sure

Yes, they have to be inside. This has been asked and answered a hundred times, and is located in the stickied achievement guide. Please search for your answer before starting a new topic in the future.

To do that just do the Diaz time trial. This is the answer in EVERY thread that is like this one.
