When does Rudo come into play?

I swear down the last time i played this he was at Arima Town befor you save Teim. Currently up to the Biosystems and nothing. Confused.. have they changed anything from the original?

EDIT: After you visit Arima Town he appears in in your house at Paseo. Which is to the right of Central Tower. You can easily miss him (like me) and loose alot of exp grinding.

I randomly thought the Central tower was your house...

I felt so stupid when I found Rudo!! I had Rolf at lv 7!! Oh well, I had enough cash to give Rudo 2 sonic guns, so he's doing almost as much damage as Nei and Rold with iron bars and knives (dual weilding ftw!!).
