Still possible to get Transmissionary?

I have answered every single Call from Otis, EXCEPT the Maintenance Tunnel Call (I looked at the List). I mean the one when you first go to the Tunnels and then Otis calls you, I accidently skipped that one. I just completed the last Call (The Cheryl thingie), and now I have about 15 hours free time before the helicopter arrives. I tried to go to the maintenance tunnels but Otis didn't call me. So do I have to start all over again? Btw. Do you get the Achievement during the game or after you have completed the game?

The achievement unlocks when you answer the last call.

One question about this achievement.
I'm going to try this again in a few days, and I found a list of survivors who MUST be saved in order to get the Transmissionary:
1 - Ronald
2 - Floyd
3 - Kindell
4 - Paul
5 - Simone
6 - Cheryl Do I need to save ANYONE else besides those mentioned above?
I'm just wondering, because somebody said that I should, because those people above need some company... =/

No you have to save more people, I was trying to get the achievement two days ago and on my first try, I didn't received the call from Ronald cause he was alone in his room.
And just an advise, you have to finish the case 7-2 to unlock the achievement (some guides said that you can stop before "the last resort" but it's false, Otis calls you after for one other case).

Yeah I tried it saving only the minimum and it didn't work :( I'm trying it again while saving EVERYONE :)
