Teamxbox.com has written up an interesting article that details how to get certain achievements in Crackdown. Heres is what they have to say about certain achievements along with videos on how to do it.
Global Impact
This one is fairly basic, but finding the globe can be tough if you don’t know where to look. The game tells you that you need to “Kill 15 gang members using the Observatory Globe,” but doesn’t give you an idea of where to find it. All you really need to know is that the Observatory is at the northern-most point on the Volk island, between the two roads leading out of town. Once you get there, the globe is atop a breakable pedestal in front of the building. Have fun bowling, and watch out for the water!

Chain Banger
I spent quite a while trying to get this one, but it wasn’t until I spent some time at the beach that I was finally able to pull it off. If you head to the large carousel at the beach in the southern area of the Los Muertos island, you’ll see a number of explosive barrels scattered around it. Shoot one with a rocket launcher and watch them all go up, run back down the dock a little and fire indiscriminately at the ones on the buildings on the left (walk over there before beginning to get an idea of their placement), run back to the carousel, and repeat. You’ll get the achievement in no time.

Driving High | Hazardous Hangtime | Front Flipper
While the developers may not have had this in mind (or did they?), we found an easy way to get all of these achievements in one fell swoop. You’ll need to have hit four stars in your driving skill, giving you access to the SUV with the jumping ability. Head over to the big plaza on the Shai-Gen island (right next to the Stripey’s Café supply point), and kick down the front doors on the Central Point building after tossing your SUV up on the landing.
Drive into the elevator (if you haven’t already beaten Colonel Axton Cowell, you might want to take care of that first) and trigger the hotspot inside. You’ll ride up a number of floors, and you’ll get the Driving High achievement the moment you get back into your ride. Once the doors open, drive out and slowly make your way up the ramps on the outer edges of the circular room. You’ll find that you can’t get any higher, but you’ll notice a landing that leads outside. Put the pedal to the metal and jump right before you hit the lip. You’ll be able to easily pull off the two front flips, and the amount of time it takes you to land will give you the Hazardous Hangtime achievement.

Car Juggler
Do all of the steps listed above, but instead of driving and jumping off, pick up your car, throw it in the air, and hit it with one or two rockets. It’ll take a while to hit the ground any way, but it has to be hit at least once to get the achievement.
Body Juggler
This one’s a snap once you get the Firefly rocket launcher. Once you lock onto someone, you’ll be able to pepper them with rockets, keeping them in the air for the requisite 10 seconds. A good way to get them started on their trip is to throw them as high as you can, then start shooting them.

Stunt Driver
To get this achievement, you’ve got to pull off each of the following tricks at some point during the game: front flip, back flip, left barrel roll, right barrel roll, and a long jump. You can pull off all of these from the top of the Central Point building, but it’s easier to get them sooner. When driving from the Agency supply point to the Volk Island, take the SUV and haul ass down the tunnel.
If you’re going fast enough when you hit the ramp at the end, you’ll clear the rock face and go flying. Just pull off the trick and make sure you land straight. Of course, you can also just nail them by launching off a ramp truck, but we highly recommend using the SUV, as it’s the easiest to control in midair.

High Flyer
You'll need to ramp up your agility rating before attempting to scale the height of The Agency building. Reaching the top is possible with at least a 3-star rating, but it's a lot easier once you obtain a 4-star rating. The bottom of the building is quite easy to climb by grabbing onto any of the ledges and propelling yourself upward. Once you get as high as you can, you can start climbing the outter edge of the lowest of the three towers that make up The Agency building.
Work your way onto it's ledge by carefully climbing the scaffolding toward the backside of the tower. Once you get as high as you can get on the first tower, you can jump across to the next tower and traverse a bridge to the tallest tower. There are a series of outcroppings on the highest tower that you will have to grab a hold of before reaching its peak. Once you reach the plymouth, you'll collect the High Flyer achievement.

I haven’t actually found all of the rings yet, but we just thought you should know that you’ll get credit for throwing a car through the ring. Apparently you don’t actually need to be inside of it!
