claptrap in arid badlands on a rock ledge?

if you jump on top of the shack where the 2 shops are located in the camp area there is a claptrap back there in the rocks i cant get to him. is he there for any reason but to mess with me? (hes not broken)

That may be the case. You jump up and down and all he says is "Hey! Over here!" and waves.
