Do you guys think that the achievements can be unlocked even while using cheats? I've always played GTA with cheats and it is still enjoyable no matter what cheats I put in.

I always have two files- first I beat the game with cheats, then without.
This is not true for the PSP versions of the titles.
As for the achievements, probably. Rockstar probably will do what Saint's Row did, not what Superman did. But GTA is great- it is fun and challenging even with cheats.

to me this game is no fun without cheats.
so if the achievements get locked cuz of cheats, so be it

Rockstar isn't so lax, they will probably say "Cheats? No achievements!"

What if theres an achievement for like completing all story missions i.e the main campaign and during this you used a full health or all weapon cheat doews that mean you think you wouldnt get that achievement?

Well, cheats do make doing things easier, as you don't have to worry about wanted levels or anything like that.
So, that right there is enough reason. Plus, unlimited ammunition (just re-doing the Weapons Cheat) would make a bunch of things easier.
If you want to mess around then use cheats and have a seperate file.
I think that Rockstar may split the achievements up to allow people using cheats to still get achievements, they will just be for things that are totally unrelated to the story (hidden packages) or they will simply be for small amounts of points so cheating for them is just slow.
They could also just be clever, and have some achievements that are locked if they can be cheated to achieve, and have others that you can't cheat to get but will still unlock if you use them.
The superman approach would be better, you may just want to go on a rampage for a few minutes before getting back into the story, so locking down all achievements would be a bastard on rye.

I always do rampages on files I don't save.
Like so: SAVE, CHEAT and RAMPAGE, LOAD PREVIOUS SAVE

I still die with the cheats so it's not like it takes that much away from the game.

Yeah, but it makes it a hell of a lot easier.
