iv done over 10 settlemenst for the riojas and guerilla but still dont have the liberating achievement

You have to liberate the province. Go into the 'Political Map' in your PDA, and look under the unstable provinces and there's a bar there showing the control. You can only liberate provinces by taking out government settlements and bases (the green houses). Some early ones will only have a few small settlements, others will have military bases or larger towns.

The Rioja settlements count towards the 'takeover' achievement only. You get points, side missions and unlock safe houses from them.
