Assuming that the board doesn't change its mind, or Valve doesn't change the content (neither of which seem likely), can Aussies who import the game still play online, or does Microsoft flag the game so it can't be played there?

We cannot buy the game within Australia, but there is no law against owning the game. Therefore, import the game and you have nothing to worry about.

*To be clear, no retailers can sell the game within Australia, that is the only repercussion of the refusal to classify.

No worries. I'm actually asking for a friend of mine who's from Oz. I'm in Canada. She just didn't know if the online would work or not from there. I figured there wouldn't be a problem, but thought I'd ask just in case.

Just import the game from NZ im pretty sure they have the 18+ clarification thing going on and it should work on Australian consoles so i've heard.

not sure about the 18+ rating in NZ i think they just aren't as strict with the ratings, i could be wrong about the 18+ rating tho. any who, anything bought in NZ or the UK will work on Australian PAL Machines.
