where can the DUO report and internal affairs reports be located???

They cant be collected as such. They are achieved by finding a certain number of metal pieces throughout the chapters.

I just went through the game again getting all the metal pieces, and I still lack the last two reports. Why? =\

You have to get them all in order on one trip through the game.
