I was wondering I just got my 15th knockout and no achievement, do TKO's count towards it or just KO's?

TKO's are not knockouts. The are tracked seperately. You can get a TKO by making a guy bleed enough, well not in this game, but you must put them to sleep, mouthguard flying.
