I don't know if you mean where is the safe or where is the buiding but the safe is in a room on the right hand side from where you enter.

If you cant find the federal building then when your in the don's view look in the top right corner (I think it's there) and zoom in and look for a building with columns and thats the federal building.

You just walk through the front door. Your probably not at the right building if you cant get in.
