No flags, at all

Hey there, just started playing this game today, started in masyaf i think its called, anyway there's no flags anywhere, in any of the flag spots. It's probably part of the game, like you have to come back to it afterwards or something, but just wondered if this is normal.

think i might have solved this, memory block 2 is the same town and now there are flags, seem to be blocked off from the one near the leap of faith atm but im sure itll be fine
