How do i put costume gamerpics (those who are not in the xbl marketplace...) Lot's of people have it like the joker or the seriously achievement picture...
How do i do it?

This dude has a south park pic...
Something liek this :P

Not sure what you mean, but all the gamerpics you have mentioned are on the marketplace or unlocked in the game.
